Why does the power on led keep flashing

The indicator light flashes when the DMX signal is connected,it's normal

when you use a splitter like this, do you need a terminator on each leg?

No you dont. I am using only 4 outputs and the rest with no terminator and everything works ok.

This device did not come with a power supply. When I went to get one, the range of milli amps was varied. So how many milli amps does this amp need?

I used a 12v, 6A(6000mA) power supply designed for a computer monitor and it worked fine. It doesn't need much power, so that is probably way more than necessary.
