can these be used as decorative rocks outside?

I don't see why not, I'm not using them as rocks, I have glued them to something that stays outside and they are fine.

Can you paint on them?

I don’t think that painting on these would work well. These are slick glass. Maybe with special glass paints that you cure in the oven such as Peebo brand?

What is the actual material these are made of? Is it tempered glass? I am trying to see if they are laserable.

They are glass, I don't know if they are tempered or not. I can send you one of mine and you can try it out, I guess. lol

Approximately how many pieces are in the 5lb bag?

The 5lbs is 5 little bags of maybe 50 pieces each... Hard to remember.
