The contacts on my car's turn signal bulb holder are corroded with intermittant contact. Will this correct the problem?

It most likely will. The contact cleaner is non-corrosive, so it certainly can't make it worse, and I have used it to successfully wash off corrosion on other electronic items.

Does this cleaner work on volume and tone controls or potentiometers specifically?

This will work for this purpose, but save yourself some money. WD-40 works well for cleaning potentiometers and you don't run the risk of destroying plastic. Just don't use WD-40 or contact cleaner on linear/slide potentiometers. The chemicals dry up the lube and turns it into a glue. They will never be the same. I was a bench technician for many years and WD-40 is what we used most of the time.

My husband dropped frappuccino on car floor. Some splashed onto stereo speaker in door panel. Is this safe to use?

NO! Never spray ANYTHING on a speaker, even when it's covered by a grille. This product is for cleaning metal electrical contacts... ONLY... (and it works well for that purpose). If you spilled something on the speaker, you can clean the grille by dampening a rag with 409 or a similar cleaner, being careful that it isn't wet enough for ANY liquid to get thru the grille. Liquids destroy speakers (by warping the cone)!

I would not suggest using contact cleaner. I suggest using Plexus or a non ammonia based glass cleaner like what is marketed for being safe on windows having solar window film.
