No. It has an approx. 2.5 inch long sleeve that fits over Unger's tapered pole end, and has a hole to receive the spring-loaded button on their pole end.

Does it lock at an angle?

It don't lock but tighten the screw and it does stay in place

does the handle slide to allow for different reach?

The set screws that hold the handle to the metal/rubber would allow you to change the position from center to offset. Hope this helps.
