Would this cut barbed wire fence?

These shouldn't be used to cut barbed wire fence, however they could be used in pinch if damage to your tool was the least of your concerns.

is this useful for an ordinary homeowner? what us is it around the house?

Around the house there are better and cheaper tools that can be had. For the home, I can only see the pry bar being somewhat useful, and cutting cables, garden hose, and other rubber or insulated hoses or lines.

Is this tool not standard issue for firefighters? What are the chances that a new fire academy grad will already have one? Or is this a good gift??

This would be a great gift. No this tool is not standard issue at least not with my department. The cutters are very sharp. Every department has her own protocols for cutting tools to keep in your turnout gear this would be a great one. I have two in my gear.

is it good with wild land fires

Depends on what you need it for.If you need a spanner wrench, pry bar and cable cutters (I doubt you will need the gass shut off) Then yes it's good with wildland fires. If not then now

Awesome stuff, used for Fire fightjng

Hold up unreal well! I’m volunteer Fire and I use at almost every call! Wether has shut off or cutting batteries or prying or using spanned wrench! Works unreal! Just little bit of oil everyonce in while and they work great! Constantly getting called over at calls for them! Fit nicely in bunker gear and not too heavy but extremely durable
