Is this cable resistent to water ingress (if installed outdoors in conduit?

Well in principle should be resistant to regular water (e.g. some rain water, nothing potential corrosive e.g. sewage water etc.). There are no electric parts in it, so water cannot create shortages. It is rated from -20°C to +70°C. If run in a conduit and it is rarely/occasionally exposed to water, I wouldn't worry at all. However, it is not an outdoor rated cable that can be permanently exposed to direct sun, used under water, or buried in the garden.

Can this be used replace the google multi-gig fiber cable from the wall jack to the router? i'm looking to move the router to another room.

is it plastic fiber optic? is that I need to install some pipes throughout the house and there are many curves.

According to a specification I saw on their website, it says "Owens-Corning" so it would definitely be glass, but the manufacturer also says it is "bend insensitive" and that the "minimum bend radius" is 7.5mm  (which is rather a tight bend radius IMHO).  "Bend sensitive" would make the minimum bend radius to be about 15X the outside cable diameter (NOT to be confused with the diameter of the very tiny glass fiber inside the multi-layered construction found in this type of fiber optic cable). "Bend insensitive" has much to do with the interior construction layers of the fiber optic cable which then 'reinforces' the glass fiber to prevent damage in places where it is possibly tightly bent around corners or when pulling into conduit or through conduit fixtures.
Just an "FYI": as a "rule of thumb" 7.5 mm is pretty darned close to the diameter of an 'old fashioned' graphite (* AKA "lead" *) pencil, if memory serves.
