Is the blue seal on the lid removable or is it moulded to the lid?

It's not moulded in but fitted tightly at tension. I have a much older Klip it ot Systema box which she'd It's blue seal. Did manage to refit it with difficulty but it had relaxed with age(don't we all?) and the seal is not as perfect as before. Still good value.

Will this hold a 12-pack of Weetabix?

Would this be suitable for making cold brew coffee?

I have no idea. As the description states, it's a plastic jug for milk, water and more. If you want to put cold coffee in it, go ahead. I would not suggest putting hot fluid in it as it might warp it. Mine sits on my desk with water in it, handy for whenever I want a glass of water. If it gets knocked over, it doesn't spill. It has a sealed lid which prevents dust etc settling on the water.
