Is this cable CL2 rated?

Just looked at a blow up of the writing on the cable and it does not indicate ANY of the NEC ratings you would expect to see AND it clearly says PVC which if it is indicating that the insulation is pure PVC is would NOT be ok for in-wall or Plenum since pure PVC is the whole problem with non-plenum and non-CMP rated cables

The photo seems to show led light? so the led will blink with data coming in and out?

There’s no LED light through the cable. The photo is deceiving.

Will this Cat8 work for security cameras?

yes, these are backwards compatible with cat5 forward standards. unless the cameras are using a rj45 and a custom pin out these will work as any other type of network standard cable. You probably don't need this standard for a camera unless the cable run distance is considerably far away or in a electrically noisy environment like a machine shop.

Are the plastic tips supposed to be removed?

The plastic tips are for protection while being packaged, shipped, handling and fishing through walls and only removed when having the cord where you want it.
