Can you get refills for this pencil?

I've never seen the refills on here or the ELF website. But these are so cheap so you really don't need refills. Just an FYI- these are only 2 bucks on elf site.

Is this Water proof pencil?

I don’t think so, but it’s every bit as good, if not better, than the expensive IT brand I had been using.

How do you sharpen this?

You don't. This product, and many other similar products, aren't intended to be sharpened. They are intended only to be rolled out a little at a time to apply. For that to work for me, I need a very fine tip - not a broader one as this pencil has. I am in my 70's and my eyebrows have thinned markedly; especially on the outer half. The inner portion just needs a little filling in, but the outer part must be almost completely drawn in. This pen is not fine enough for my situation. The best, though not perfect, product I have found to make very fine lines is it Cosmetics, Brow Power, super skinny. I roll out only about 1/16th of an inch at a time to avoid breaking the color rod (lead) and use a very light touch. I hope this helps. Good Luck
