Can these tiles be applied over grout line? I have 13” square tiles so these tiles would be applied over grout lines.

In my humble opinion, I would say no unless you used additional adhesive such as liquid nail or something that would build the grout lines to the same level as the tile. If you have any gaps that the tile will not stick to; it will come up.

Will these stick on cement/ rough surface?
