Can you use this on model tissue with clear dope?

I don't think so. Be sure to make a test piece if you decide to try it. I assume you are questioning the compatibility of painting the flat enamel over the filled and clear dope sealed tissue, and I believe they are not compatible.

I need only thees colors Metalic,Olive Drab,Satin Black,Skin Color and Stell

There is no metalic color, I do have all the other colors in stock

Can you use this on model trains?

Yes, I use Testors for my model trains. It works well on metal, plastic and wood. I mix colors as well as gloss & flat to get the exact color and sheen that I want. For small jobs, I use the plastic tops from bottled water to blend the paints.

Would this be effective at fixing discoloration of enamel on a steel ring?

I wouldn't use this paint for that. It's mainly used for hobby projects, ie. Plastic models only. To clean jewelry I would use white vinegar and 1 tsp of baking soda in one cup. Leave jewelry submerged for 15-30 minutes or until you get desired results. This is a home remedy and works well on discolored jewelry.
