What is the “Specialty “ blend?

I am sorry but I don't see "Specialty" blend anywhere in the description for this oil. It is made by Auric Blends, the fragrance is Egyptian Goddess. I got this as a gift many years ago and I like it very much so didn't want to run out. The scent is very nice, clean smelling. Sorry I can't answer your question.

What oils are used in this blend?

No idea, it does not say the oil ingredients

I just two bottles in a row. neither of them had any scent :( has anyone else dealt with this! i'm returning both bottles :(

The bottle I received suffered from a bad case of scent being separated from the carrier oil. This was remedied by rolling the bottle briskly between my palms. Be patient because you might have to do this until the bottle is sufficiently warmed to combine the oil and scent. Then turn bottle over and repeat. I perform this little ritual before using any scent that has been mixed with a carrier oil. It only takes a second and is much easier than constantly returning your oils. As a matter of fact, I'm wearing my Auric Egyptian Goddess as I write this. (No, I am not connected with the company. LOL. Just a coincidence.) Enjoy your oils!
