Does this require special paper like the cannon selphy printers or will any 4x6 photo paper work?

This printed just fine on my 4x6 envelope with normal weighted paper. I used the Canon 4x6 400 pack (large red box) for $20 for our Photo Booth (@RendezVooth) and its just fine. Set the setting to Glossy. There is a marginal increase in quality with super high quality epson or even luster or matte paper but you’ll be pixel peeping at that point.

What is a "memory card" why does this printer require one, and is it not noted in the description?

It is referring to the SD card to be used to print your pictures from. I use the SD Card in my Nikon D300s camera when I shoot pictures and then I insert the SD Card into the slot on the Epson printer and select which pictures I want to print. The printer does not require a Memory card to function except when you are pulling a picture from the SD Card. I hope this makes sense to you.

Is the quality comparison to a basic hp All in one printer

No, this printer is much better photo quality than my Epson WF-3640. The photos are better than Walmart prints, too.

How long does the starter ink cartridge last? Or about how many photos?

I got slightly over 100 4 x 6 prints using the highest quality setting. This use more ink and takes considerably longer to print, but the photo looks so much better that it is worth it for me. Note however, that I print in spurts. I literally will use up one full cartridge of ink in one sitting. I'm sure the number of prints will reduce (not sure by how many) if I were to spread the printing across a 6-12 months period.
