Will they work to slide chair out from table while seated on carpeted floor?

I used mine under heavy furniture on hardwood floor. It moved furniture very easily. I have not used them on carpeted floors.

Are these the type that allow fitting over the end of the chair leg (as for hollow legs), or merely a peal & stick backing?

No they don't fit over the end of the chair leg.

Can these work outdoors on a terrace, to move plants?

yes. I do have some of the larger sliders than this size on some VERY heavy planter pots on my concrete patio. they work great.

What color are these and are they a plastic like slider?

They are light grey and yes, they are a basic plastic slider. They work well.
