Is the sliding head piece removable when not in use?

Yes it is removable when not in use. However, when I bought this product I thought it would be made of metal. It is not it is made of plastic.

does this item include both the measuring rod AND sliding headpiece? Looking to purchase item to use in Free Medical Clinic so have limited funds
