No instructions come with the Converter but they aren't really necessary. In order to make using the device easier, I recommend removing the hard drive from your desktop or laptop first. It's difficult if not impossible to attach the device to the hard drive if the drive is still installed in the computer. For a desktop, the removal of the drive is easy. The power supply is a 12V power supply (which is what all 3.5" drives need: 12V power, thus they aren't able to be powered by USB). Every other adapter like this I have seen and used did NOT require the power supply for 2.5" drives. So, it is possible the power is needed, but it seems strange to me that it would be required. **Q: does it work with External hard drives** A: if you pull the external hard drive from its case it will work unless the internal hard drive uses an older PATA (EIDE) connector instead of SATA, anything from 2006 and above should have an SATA connector generally speaking. **Q: Does this device support reporting of smart disk performance information back to the host?** A: No. So sorry that we have no product can support reporting s.m.a.r.t (smart) drive information back to the host.
