Does it have dst feature? my clock is so hard to set its wrong half the year by one hour

I didn't see a day light saving time setting on the clock but you can still set the clock back an hour or forward Manuel to make up for it.

Is it possible to turn the hourly notification off or does it have to stay on?

Yes you can turn it off by tapping the 24 hour button it will shift through until it stops blinking.
