What is the minimal amount of liquid needed for the pressure pan. I have several recipes that use a very small amount of liquid

Even though it is low volume it is a wide bottom pan. If I were cooking something with a small volume of fluid I would get a smaller bottom but deeper pan. Another thing I do for small quantities is I put what I am cooking in a small stainless steel bowl and put it in the larger pan with water and cook it that way. Some have bowls with lids but I do not and it works just fine. I hope this helps. Have a wonderful day.

Is the safety valve of this pressure cooker fixed or pops up and down based on pressure?

The safety valve does not remain fixed. When all the dry air is expelled and the moist air (pressure) starts to build up the valve raises up. After the cooking is done (for e.g after 3 whistles) you turn off the stove and allow the pressure to decrease. After the pressure inside the cooker is come down the valve comes down. So, the valve actually acts as an indicator of the presence or absence of pressure.
