How long can the tea leaves be kept?

The will keep for a long time safely but they will eventually start to loose flavour after a year or so.

Could you use the black tea with milk?

Yes, I believe so. Having bought the Darjeeling sampler for my dad previously, he told me he'd read (from this company I believe - I might be wrong about that) that while the lighter, less tannic Spring black teas might be superlatively enjoyed without milk, even they can be enjoyed with it. So certainly, the stronger blacks can be, too. I presume, but don't necessarily assume, that the same goes for all the blacks. I tried some Mountain Darjeeling without milk (my dad does drink it both ways) and it was lovely like that: characteristically Darjeeling, but fresher and less drying than we're used to in standard teabags; and with those, I always prefer some semi-skimmed milk anyway. So, in essence, yes indeed; but without milk might also be very pleasing, even preferred, and that even as a usually "always with milk" person.

Could you use the black tea with milk?

I would say that all black tea could be used with milk. I used to drink Darjeeling second flush with milk, but I prefer it without now have have got used to it. But First flush Darjeeling might not be so good, as it's weaker and more like an oolong tea.
