I used the top coat over regular polish and it’s still tacky an hour later. Is that normal? I didn’t use a base coat.

I had that happen not too long ago! I did not use dehydrators or primers, just a plain old gel manicure (base coat, color, top coat. All modelones). After curing for at least 10 or 15 minutes, I was annoyed and frustrated that the tackiness would not dry. I found an article that said if gel polish won't cure to dry finish, could be that one or all of bottles are expired. In my case, my top coat was at least a year old. I redid the manicure (again) using a new top coat and everything dried as it should have. Polishes typically have a shelf life of 12 months beginning at first opening. Keeping the top of the bottle clean and closing them tightly helps them last longer. Hope this helps :)
