All the reviews are for the 4liter straight six. Fitment says it will fit the 3.7 power tech is this true?

Mine was used on a 2006 Dakota 3.7 liter V8 and worked perfectly.

It is a sensor, it shows the current temp that it is reading whatever it is. Hope that helps.

How do you screw 19mm threads into a 17mm hole ?

If it doesn't fit it's the wrong one. But if you are determined you can drill and tap new threads. I would call a parts store and confirm the correct part number and order the correct part.
