Can this be used under plywood flooring to keep moisture out?

No, it's used on vertical surfaces only. I just finished a second story deck with a product called Gaco topcoat, $100/gallon, ouch - but it's guaranteed for 50 yrs

Can this be put over (or on top of) all existing insulation(s). iow: Is there a concern with respect to breathing? thank you

Yes, you can put it over just about anything. Tyvek is made of a breathable membrane. We sided our 1927 home recently putting stiff Styrofoam panels up over the wood siding, followed by Tyvek - all opening sealed with tape, followed by vinyl siding.

Why isn't the width and length of the roll in the product description?
