The flat plates are not connecting? I’ve tried both ways but it makes the stand way taller than it should be. What am I doing wrong?

There are 16 small rubber rings to fasten the flat plates. Wrap the rubber rings over the hook of the plate. Rubber rings are in a small plastic bag in the packing carton.

Well this balance on the floor with a carpet?

If it's off balance it won't turn in a circular motion to rotate
