Look on YouTube for videos of making fire with a ferro rod. (Ferro is abbrveiation for ferrocerium.) Easy peasy. For the question. YOU DO NOT USE THE DIAMOND ROD. You DO use the CARBIDE to quickly scrape the rod for a shower of sparks. As another answer stated, normally one removes the black paint coating on the rod first and then use the back of a knife to make sparks. In this case, since the carbide is so sharp, you can just plain use the carbide to 'scrape the paint off.' as you make sparks for the first time. Also, reading between the lines: If the rod is protected from heavy oxidation with paint, it needs to be repainted for long-term storage.
