My mom is complaining about the strap causing her skin to itch. Is there something she could put under it?

I have not had an issue with that, but I usually wear it over my leggings or jeans so it doesn't touch my skin. On the few occasions I have worn it with shorts, no problems, but if your skin is touched by the velcro then I can understand the discomfort. Put a piece of material between it and your skin, then cinch it up.
