Q: Does it stay on in high speeds

It stays on at 65-70mph on the front of a brick when new. I don't know after its had some weathering. It's cheap, it's Chinese. What can you really expect from child slave labor and the cheapest materials they could source?

Q: Does this cover fit a 12000 badlands winch?

Yes. This cover fits over the 12,000 lb Badlands APEX winch. In addition, it seems to be good quality and should last a good while.

Q: I have an x-bull 13500 winch will this cover it

I put my cover on a 12000 winch with alot of room on top. The elastic is tight witch is good but I like mine it's the second one Ive bought. vary happy with it.

Q: If the outer shell is made out of black canvas like it says, could it be scotchgarded ? Would scotch guard help make it more waterproof ?

the bad thing about scotch guard is it rots the stiching on the item.I use a waterproofing spray made for boat canvas as it will not rot the stiching.
