Why is this box called "3-1/2-in" anyways? Does it have a dimension that is an unusual 3-1/2 inch?

It's not about dimensions - the 3 -1/2" is K.O. (knock outs - even tho in this case they are already knocked out and as with most weather-proof boxes - they are designed for a screw in connector that also should be weatherproof with a rubber gasket material) so - means there are 3 holes made for 1/2 conduit or conduit connector.

What is the material of this box?

It is metallic, aluminum body and steel top fastner plate, I think.

My outdoor lighting does not have a gang box. Would this fit under a security light plate?
