Yes, we used it for the same reason. It took a lot of time and effort, but with the combination of this dissolver and an auger we were able to clear the concrete plug. ( We’ve also heard it not work for others. ) This product is fine in PVC.

how do i find concrete that is already made up and don't needs mixing?

Provide you are still OK to mix in the water, Ready to Use Conrete Mix is usually available in 40 to 60 lb bags in most hardware or DIY stores. Some common brands are Quikrete, Rapid Set, and Sakrete. However I do not see any of these availble from Amazon.

I used it to get off hardened cement that spattered on my vehicle from road construction. I sprayed the car and let it sit 10 mi9nutes an dit turned the concrete to a slurry that I easily washed off. I imagine if the grout or cement is fresh it will work.
