You have found the problem! P0401
I spent about a week trying to track down the problem for a "P0401 EGR Insufficient Flow Detected" engine light code. There are plenty of videos on YouTube telling you all the wrong things to replace, and others that are 20 minutes long of just testing before they conclude that it could possibly be this valve.Trust me, this is your problem. I have a 1998 Toyota Camry, and after installing it *read the next paragraph* the code disappeared. I tried replacing the EGR Valve itself and the EGR Valve Vacuum Solenoid Modulator before this, and both of those were a waste of time.If you plan on taking this job on yourself, it is important you know how much of a pain it is. If you are not confident jacking up a car safely, or have a lift. You shouldn't do this job. You will want to take off the passenger tire, and you will be in a very compromised position if the car is not jacked properly and it was to fall. Second, it is in a horrible spot, I have long arms and it was a STRETCH to get to the bolt, two hoses, and plug you need to remove. Also, it is difficult to see what you are doing. Install is a breeze in comparison to the removal.The tools I used were a 10mm socket for the bolt, plyers to gently break loose the hoses, and the plug comes out by squeezing the "button," facing you. I tried getting the bolt off with a short socket wrench, but had to switch to a longer one because of how tight the bolt was. It was easiest to remove the outside tube first, then the plug, then the bolt, and finally the tube behind the plug. Good luck, this is definitely your problem!

Got the P0401 OBD error on 1998 Rav4. First had to rule out issues with the other EGR components (there are few videos on YT on this. You'll need a hand vacuum pump that usually comes with brake bleeder kits to test. You can rent one from auto parts store). When the other components checked out, it had to be this valve. Getting to this on the RAV4 is a PIA. You can get to it from underneath rather than by passenger side tirewell as some videos show. It's attached to the engine by a 12 mm bolt that is hard to get to because the original valve has a short bracket. So you'll need a wobble socket and long handled wrench to get to it and have enough leverage to remove. If you need to, bend back to old valve so you can see and better access the bolt. The valve has a push button electrical connector and two tubes (one from the EGR valve and the other from the EGR modulator) Just make sure to keep track of which tube goes where. If you cross them you'll make things worse.Thankfully this replacement valve has a long bracket so replacing it in the future will be much easier.
