Yes the swaddles close via velcro. Very easy to use!!

Would these be too warm for an infant born in summer?

No it's just a thin cotton layer. Some of the fleece swaddles by other brands are too hot if it's summer or your baby tends to run warm. Both of my kids ran very warm, and these worked perfectly for them. Usually either naked or a short sleeved onesie underneath.

Is a small too big for a 7lb baby?

From my experience, "yes". I bought mine at the time when my daughter was about two months and weighted somewhere around 9 lbs and it was big on her. For some one as small as your babe I would recommend a SeaddleMe pod. Hope this helps.

Got this for the second time after 5 years for my second kid.... These are amazing. Well fit and do the job well. Good material and a little stretchy. Cotton is of good quality and the velcro is soft. My kid loves to sleep while swaddled. The Lil elastic fit is a snug fit and make him feel cozy
