I don't know , but I would think tat you would just buy another heel pack since the gel packs must be most f the cost.

Does it cool where the foot and the leg meet and the foot bends?

It seems to cool everywhere! Very good solid product.

It's a "fits lots of people" size. I wear a size 8 or 8-1/2 shoe, pretty average and it would work fine on a smaller or larger foot. If this is a really large foot or a child's foot, it might not work so well.
