It comes with the caps. Otherwise bend a heavy duty paperclip.

Do these fit a 2011 VW Golf ?

They should. I purchased a used 2013 EOS and many of them were missing/damaged. I removed the remaining old cover caps and replaced them with these new ones. They fit perfectly and look great.

Fits passat 2016 nms?

These should work well for you. They fit perfectly on the lug nuts of my 2013 Eos. Be aware that the listing indicates that these are meant to fit over the hex head lug nuts; not over the single round locking lug nut if your car has these.
