Can this be used as a valet to take clothes and luggage to and from a hotel

It's definitely stable and strong enough. Haven't moved it around with actions like a hotel use would to know if durable long term. But it's well built and have alot of heavy clothing on it. Yet it's balanced and no issue

Can I hang lots of heavy wet clothes to dry on this rack because I like to hang dry all of my clothes?

I don't know what you would consider a lot, however I have filled both both bars with blouses, shirts & sweaters & it's still standing strong when this same amount of items brought down 2 previous purchased racks.

Where can you get the garment cover??

I just love the rack but as far as the garment cover I selected a heavy plastic with zippers double size and it’s doable not perfect but doable
