I want to place an epoxy later over my countertops and then seal the epoxy with this, would this adhere and last over epoxy?

You can definitely use XS 327 water based or PC-12 Solvent based over epoxy. The surface will have to be sanded at 220 grit for either finish to adhere. An alcohol wash would also be recommended to remove any oils that may be there.

Do you need to apply a wax over the sealer on countertops?

Not all sealers require a wax but they can help protect the sealer from premature wear. Water based Carnuba waxes are the best. They create a hard shell of protection with out harsh solvents that can damage the sealers.
