Can you use on cotton/clothing

Well you could but I would put a mod pog or something to protect the spray. But I don't see why not. Look on the can. Use a a bit of clothing to test first.

Are these water based? Would.they be ok for hydro dipping?

Can't say I have tried it. But. Try on a bit of clothing and see.
