Q: The ads say that there are 5 brightness, why can I only adjust 4?

The full brightness needs to press the + for seconds

Q: Is it safe outside in the rain or snow?

I wouldn't let it get wet as the battery is not housed in water proof casing so there is no way to protect it from water ingress which could damage the battery,also the terminals on the light itself could be damaged by rain or snow im guessing,from what I can see it doesn't come with any IP rating so I presume its not meant to get wet,you can use outside no problem just don't let it get wet i would say
