Yes, a pair. The glue is a bit iffy when I stuck it down but super glue bonded it very well

Is the polyurethane more plastic like as oppose to rubber like? I'm looking for less resistance with the cap material

It is like hard rubber. You will need to tape it down while it dries. It will also take a full 24-36 hours to dry. Maybe quicker if you leave it out in the sun or something.
