why is it not still clear

It is clear. It comes tired liked that but goes on completely clear. I've worn it over white nail and it's still clear. Honestly best top coat I have ever used. Also dries super fast

Can you still use seche vite top coat over this top coat or is it not necessary?

It's not necessary. After applying over entire polished nail I put extra around the tip and blend with top. In about a week I apply another coat for shine. Always get 2 weeks before next manicure.

Is this the best top coat?

I absolutely love it!! It dries very fast!! I’m going to order another bottle 😊😊
