Can the speed of text scrolling be controlled?

Speed and brightness can be adjusted through app.

Does the app has any regional restrictions?

To my knowledge no it doesn't. If you are restricted from using the android OS then you would have a problem getting the app installed. I will say that the APP for this product is really awful and could Use some major improvements...like the ability to scroll messages...this panel can only " animate" one page at a time. If you want to say make eyes that look around You would have to re draw the entire image . as there is no copy and paste. The panel is bright enough but F regret buying it after being excited to finally find an affordable LED Panel.Ihad a pair $15 LED Glasses that were much better....really disappointed.1

Does this have to be plugged in? Is there audio?

It has to be plugged in to a low voltage power source such as a portable charger. No audio on the unit itself but your connected phone/tablet can generated the audio.

If I turn off need I program the message newly ?

No it will store several banner displays that you make that can be reloaded and displayed when needed.
