Does this thermostat come with the plastic safety cover?

Your item is listed as "reliance 9000507-045" but the picture you have up shows an "apcom model wh9". Which one is correct?

I replaced upper and lower thermostats on a Kenmore dual element 40gal water heater. The part number on the packaging for the lower thermostat is 100108422. Both thermostats fit correctly, popped right in and have worked perfectly since. This lower thermostat appears to be a universal fit for just about every electric water heater made. Hope this is helpful.

Is this Thermostat fit any brands?

many are but you need to research what you have installed now. if you dont find it in the owners manual, you can do a web search to make sure of the fit . i will say that this Thermostat i installed was a perfect fit and is working just fine.
