Can the pads be used to polish hard wood floors as part of a refinishing project?

Yes they can. Be sure you use what is recommended for wood floors. There are polishing pads available.

What kind material are they made from?

It’s a fiber component akin to scotch brite

What kind of material are these made from?

Not sure of the material but, if you've ever seen a buffing pad on a floor polisher these are the same thing. It appears they come in varying degrees of coarseness so you'll have to know what purpose you're going to use them for.

Does this pad works on a powr-flite classic 20in. floor burnisher - 1.5 hp, 1600 rpm, model# c1600-3?

It will work on any machine but you might have to trim it down to fit
