Can this be used in the kitchen to remove cooking smells or smoke from searing steak ?

Yes but its intended use is for temporary conditions

Is this fan water resistant?

I left mine out in a 2.5" rain with blower shute on. It was fine. Hope that helps. But, if not advertised that way don't count on it. Maybe I just got lucky.

Need accurate info; how many tips is the blade, ambiguity in ur listing, some photos show a 7-tip blade and some show a 6-tip blade (it matters).

(Formula: 1W = 1W x 0.00136 = 0.00136hp) The ILG8VF12 is rated 550 watts is = to 0.74779hp

Can you hook up a speed control switch to this, the air flow is great but sometimes I need it a little lower.

The speed of this utility fan cannot be adjusted.
