Q: Can this product be used wet felting for hat making?

Absolutely. It really depends on what type of hat you want and how thick/sturdy you want it. I'm sure you've discovered this by now as this question is over a year old with no answers. (sad) But for those who may still want to know, YouTube is rich in felting videos that will give you better ideas on how many ounces to grab for any given project.

Q: How many ball i need for a small scaf project

This is just wool roving, not spun yarn so it wouldn't be very good to use for knitting a scarf.

Q: Can this white wool be dyed? Or has it already been too processed (allowing it to be white instead of beige)?

There are so many colors to choose from that there really isn’t any reason to die white wall you can blend colors to get a different color

Q: Can this be used as pincusion stuffing for sewing machine needle keeper?

You'd get a stiffer pin cushion if you felted this into a shape and then covered it in whatever fabric you choose vs just using it as stuffing. If you don't mind more of a pillow firmness, you could absolutely use it like stuffing. I made myself a pincushion out of this roving in another color after needlefelting it into a tight shape.
