Can this product only be mounted to strap under the seat? I have a Kawi Concours with a small rack behind the seat.

I have mine mounted to a small rack behind my Triumph Bonneville “single seat”. The bag comes with 4 straps with quick connect snaps on one end and just a simple loop on the other. I ran the snap end around a rack rail then through the small loop to make it fast to the rack. Then snapped the strap to the bag snap. The free end of the strap is adjustable at the snap, so just pulled it down tight and trimmed off the excess! Works great! Holds tons of stuff! And it’s expandable with a zipper, like an expandable suitcase! Love this bag!

Will this fit on a luggage rack for a Harley Davidson Iron883?

I'm not familiar with the HD luggage rack,but this high quality bag is so flexible that I am confident that it will fit on any luggage rack. I installed it on the passenger seat on a Honda CTX and it is totally secure.

Can a bike cover fit inside if neatly folded up?

Yes, a full size cover will fit inside.
