I did 3-4 seeds per seed-starter compartment, in organic soil, watered daily, and still 4 months later, not any sign of life. EDIT: Also wanted to add that these weren't the only seeds I was germinating. I had phlox and black eyed susans started at the same time and they grew from seeds under the same conditions.
