It has large holes to allow litter to get through. We have a cat with special needs due to an injury to his back paws in a house fire. As you can imagine, getting in and out of the litter box has posed a great deal of difficulty and ends in a lot of scattered litter. This mat has significantly decreased the amount of litter that gets onto the floor. Additionally, it's plenty soft enough for him to walk on.
