Can this be used on wet hair?

I wouldn’t use it on wet hair. It’s a finishing spray to be used once hair is dry.

Why cant we get this hairspray.?

Probably because if the spray cans manufactured are like the one I received, it won’t spray, they discontinued the spray bottle.

What is the difference between a hairpray and a "finishing spray?"

They fall into the same category, they are both meant to be used on your dry finished style.
