Will this hold sugar packets?

I would not use these for that purpose. They are well made but square...a sugar packet if the usual rectangle would have to be folded in some way and I don't think you could get more than 2 in even if you were creative at folding. These are nicely made and open easily but I think you need something a bit bigger. Just my opinion!

Will these hold icebreakers cubes chewing gum? If so, how many?

The dimensions of these are 1.8" Long x 1.5" Wide x 0.7" Deep. I know you could put some icebreakers cubes in one of these, probably about 8 or so. I know one box will hold 6 pieces from a roll of Breath Savers mints. I use one to put my in-ear hearing aids and carry them in my pants pocket. The only complaint I had about these boxes is that they ship them in a padded envelope, and one in the 4 pack I received was damaged. I included a photo in my review of these that shows the damage.

will it hold an eye lid scrubber like OcuSoft?

Not sure how big the cloths are. These boxes are 1 3/4 inch by 1 1/2 inch and 1/2 deep.
