How many rings does this hold?

Depending upon the size of your rings, you could get approximately 35 rings in a box. That is how many I have in mine.

Can this lock? If not, can a lock be used on the latch?

No. It’s just a latch. No locking ability.

Are the rolls removable

I haven't tried, actually. If they get dirty a damp cloth or wipe should clean them up, and leave the lid open till they air dry. Really liking my case and have had no need to remove or reposition the rolls.
