Will this splitter actually create two independent displays or just one display over multiple monitors?

Yes. It worked exceptionally well for me with a new Dell Latitude 7480 laptop. I connected a Samsung 24” and Dell 20”. It set itself up (plug & play) for 3 monitors. It included the laptop screen. I did not have to right-click on the screen to choose “resolution” in order to set up the monitor displays. For reference, it set up each of the 3 monitors the same way for Multiple Displays: “extend desktop to this display”, and I can work on separate programs on each monitor at the same time.

Can this run a 2k monitor at 60hz and a 4k TV at 30hz simultaneously?

I have only tried connections to two external monitors in Full HD resolution. I also tried with a 4K TV at 60Hz with no problem. Unlike other similar products, big advantage of UPTab helps you manage 3 independent videos including your laptop monitor at the same time. Other products only produce mirrored same videos.
